Of 108 islands in Kepulauan Seribu Administration; 48 islands have been altered to become commercial islands, as resort and tourism islands; 11 islands are residential areas; while the rest are the islands of consignment and empty islands.
The commercial islands are managed by private parties or individuals through Permit on Land Use (SIPPT) with the contract term of 20 years. The managements must pay Building and Land Tax (PBB) to Jakarta government through Kepulauan Seribu Sub Department for regional income. The tax revenue is hoped to be able to boost the regional genuine income (PAD) of Jakarta.
However, many of the managements of the commercial islands have neglected their duties; they have arrears of PBB, leading to the low income of the regional revenue from the tax sector.
In fact, the potential of tax revenue from the 48 commercial islands makes up 85 percent or Rp 1.7 billion of this year’s PBB revenue of Rp 2 billion. “The remaining 15 percent is from residents,” said Krisbianto, Secretary of Kepulauan Seribu, Friday (4/9).
In response to the fact, Krisbianto pledges to pursue the tax payers, particularly the managements of the commercial islands, because the realization of PBB has so far only reached 33 percent of the target.
“To reach the target, we will optimally pursue the managements of the commercial islands,” Burhanuddin, Kepulauan Seribu Regent added.
However, the regent says the attempt has not been done optimally since Kepulauan Seribu Administration does not have complete data related to the status and address of the people bearing the SIPPT. Therefore, the local administration will conduct data verification.
“This has become our strategic plan. And we will use the revenue for the development of Kepulauan Seribu,” said Burhanuddin, adding that his side will directly seal the islands having the tax arrears for more than two years.
Thus far, of six urban villages collecting the tax payment from the commercial islands, Kepulauan Harapan is the urban village able to gain the tax revenue surpassing the target. As of August, the urban village has managed to collect Rp 950 million or about 110 percent of the target of Rp 800 million.
“The main targets concerning the PBB payment are tourism and resort islands,” said Muchammad Ali, Pulau Harapan urban village head.
The area of Pulau Harapan urban village covers 30 islands; 14 islands of them are inhabited as resort islands, among them are Pulau Sepa and Pulau Sebaru.
